I heard a commentator today say that the Federal Reserve has $3 tril 'in reserve' (that we could borrow to build infrastructure.) Uh... wait a half a mo... where did the Fed get $3 tril? Can we be sure that that is not already our money?

Besides, that would be $3 tril in Federal Reserve Notes. How about Silver Certificates? How about gold? Bitcoin?
