This is a bizarre document, inasmuch as it appears to preclude the bad behavior which Obama administration had been engaging in for years.

I wonder if they were trying to prevent the Trump administration from using the tools against themselves after they left office.

I wonder what rules were in effect prior to this document.

I wonder what criminal penalties are available for violation of these guidelines.

I wonder if this was a document generated at the insistence of Admiral Rogers, and they waited until they were leaving to ratify it ... so it wouldn’t interfere with their dastardly plot.

Interesting that it refers to FVEY in the header.

After this document took effect the NSA no longer filtered raw intelligence to the FBI, C_A, and other agencies. Before this document the NSA only passed on information they thought was relevant. They screened out information on the identities of innocent people caught up in surveillance. With this document agencies had access to all the raw data. They broke down the privacy wall to go after Trump.

I think they did this to set up the derpState to continue surveillance on Trump after he became president. They continued FISA months into his presidency. Trump had to get his people in there and even some of the people he placed were possible unknown sleepers.
