The video game Fallout has been out for awhile. Now on its fifth game of a series plus a more recent less popular game (Fallout 76) which allows for cooperative play between players. The game developers have weaved a very intricate and topical background story of Fallout Vaults that are, in fact, designed as social experimentation labs using the people as subjects who decide to buy in and live in the vaults. It all starts with resource wars between China and the US and goes nuclear. You enter as a player character out of a vault and into the wasteland. Sort of a retro feel to the game since much of the decor and background music comes from the fifties.
The game is developed in Bethesda, MD which makes you wonder how much they know and how close they work with DARPA. Some of the games fictional technologies are now emerging IRL. It was the first thing I thought of when I saw your post about tunnel complexes being requested to conduct experiments.
Anyway, I have played it and it gives one pause about the awful repercussions of a total thermonuclear war and how our government treats us like so much cattle.
