It means they are exchanging PRIVATE PGP encryptions keys via stego, because there’s no reason to exchange a public key in such a secret way.
Likely means the messages are never intended to be sent, but encrypted and left there to be accessed and read. Think gmail drafts.
I’ll caveat, you don’t normally exchange PUBLIC PGP 🔑 this way unless you want to severely restrict who can send you a message. Without a public 🔑, no one can send an encrypted 📧 to you.
Which is why these are likely private 🔑.

The values used in the encryption look like the values used in web code for colors. I was also wondering if maybe each set of binary code was linked to a letter. I'm thinking it looks more complex than what it is. Maybe they use the first letter of the name of the color?

The PGP you are seeing is just part of the public key. You still will never crack it, without knowing the password... or to hit the jackpot with an exploit, which they upped the RSA, making it less likely.
There are 2 possibilities.
1) The hid a message inside the image meta data.
2) They bound the message or file to the image.
Because the meta says “unknown”, my guess is that they bound them together. Just like you bind a virus to a program.
Though you still aren’t going to figure out what the message says unless you have the private encryption key.

Meeting a girlfriend this morning, just lost her long time partner a few weeks ago, he was quite limited on what he could do for years, handicapped. She is lost. No kids.
Also lost a friend last week, have known him 12 years, quite a character, he was 89, fine one day gone in 2 days after entering hospital. He said he always wanted to die a day after his wife, didn’t happen, but, such a sweet thought, wanted to care for her. His services are Friday.
Have a MAGA Day Kids.

But most of “the people” will never know the truth. Exactly. What will another report do, if there are no prosecutions? The Fake News will never report it. 50% of the people will believe what the Dims say about the report & 50% of the people will believe what the R's say about the report.
We just had a "Comey Report" and sure enough the libtards are out there saying it doesn't say what it really says.
Twitterers keep digging & digging finding "nuggets" that could lead to something, but what does it all mean, if nothing happens & the Fake News reports whatever they want? Even if we "get to the bottom of it" half of the country won't believe it. "Only Trump people went to jail, so the Dims must not have done anything wrong" will be the mantra.
I'm disgusted with the whole thing.
