I got to say, he don't know schiff, is stupid, or is lying. There's ALWAYS a way to tie something off and get the job done. Especially if there is a structure, such as a bunk.
People in jail/prison are ingenious in the way they make things work with minimal tools.
Not only that, you can hang yourself with a paper jumpsuit too. Think wrapping/rolling etc. I could make a rope that would do the job out of a paper jumpsuit. You could too.

Yes, the paper clothes and bedding are in the Suicide Watch location, from which he was removed, back to a “Special” location where his personal effects are more normalized.
