Looks like it was done by a caricature artist trying to go “portrait”. Very poor to so-so technique other than the face.

oh your poor chirrun!! i won’t even let my puppies see this lol. hubby and i were talking about this tonight and he wondered how bc will explain this. i think with a lie and that this is a joke. problem with the joke theory is you wouldn’t make a big painting.. but something small the person could tuck in a desk drawer.
speaking off-ish topic, have you seen a pic of je smiling? strange, very creepy smile. unnatural.
