One can be on 'suicide watch' in any housing situation. It can be as simple as visually checking on the dude periodically (twice every half hour, in my case).

Our facility (third largest county jail in US) had all kinds of different housing locales. Our most desparate and serious suicide risks were housed alone in a unit with large plexiglass windows with a CO sitting outside 24 hours a day, with all other precautions as well.

Just another note. SOMETIMES the recommendation was made by Psych staff to house a suicidal inmate with another inmate so that other inmate would notify COs if homeboy cut or hung himself or whatever.

Anything less than full observation mode for Epstein was a fail, you ask me.
