A dangerous snare, to be sure. It was used punitively in the USSR - Serbsky Center, sometimes referred to as the Serbsky Institute. They definitely instituted wayward thinkers.
I believe it is being used extensively right now in China, against the weegers, the muslns, the camps. They are just telling them the Chinese way, defending their culture.

There used to be mental hospitals. Now there aren’t or if any, very few. People who are nutz - seriously psycho- are rarely locked away. This is not good. Some people are undeniably psychotic and are a danger to themselves and/or others.
Also these kinds of seriously mentally ill people would be prey - easy to manipulate - by people who want to cause mayhem.
When mental hospitals had mental patients, there were very few “homeless” people. When the loony bins closed, the big “homeless problem” started.
Sure, the USSR used “mentally ill” to describe dissidents. But that doesn’t shed any light on the actual problem in the US with dangerous psychotic people who should not be free to commit harm to others.
