That may or may not be the case. Some visitor badges allow you to move about the building and others require escorts. I’ve even been to client facilities where certain rows in a cubicle farm are off limits even with an escort.
The rule is that each company makes the rules, and they can be as tight or as loose as they want.
Government agencies and defense contractors go by the same set of rules.
Corporate HQ etc can differ.
