Being down for a couple hours hardly qualifies as "dead for good".
Gab was off-line for weeks, but eventually resurfaced, with all the old content still there. It's a big job to migrate a web site from one hosting company to another, it's probably a big job to replace the stuff that Cloudflare was doing for them, for a site as big as 8chan.
If they aren't back in a month I'd say your "dead for good" characterization might be right.
No providers willing to host them seems to be a deal breaker.
Perhaps you know some way to be on the internet w/o an actual internet provider?
