No they’re not... they involve circumstances of carelessness and that’s what happened with this guy. Ever heard of muscle memory. When someone is used to doing something a certain way they can easily end up forgetting they have a child in the back seat. Especially if the kiddo is asleep. It happens a lot. A lot of time they’re absolutely about negligence... a parent intentionally leaving a child to go drinking or something... but there are those cases where it’s far removed from negligence. This appears to be one of those cases.

I think what can also happen is that he went on auto-pilot while driving and then got to work thinking he had dropped them off (maybe remembering previous days), when really he blanked and didn’t realize it.
