Budget fence was evidently relied on more as a psychological deterrent, insights welcome.

This park is not set up for this type of event except once per year. Normally it's a place to go for a family picnic or set up a volleyball net. Grassy with sycamore trees.
For Garlic Festival, they surround the place with rented chain link fence panels (maybe 8 feet square?) chained together. Entrants are funneled through a quick pass through the metal detector.
Plenty of cops there. I worked at least once as Mounted Sheriff Posse (non-LEO) riding the inside perimeter to report potential problems and provide a visible presence.
Any bolt cutter can get through the chain link. Then this guy had to find a quiet corner where he wouldn't be seen cutting the fence... not hard as the park borders wild areas in the back.
