The Governor of Texas can fill a vacant Senate seat, but not a House seat. House seats can only be filled by election. Look it up.

Is the reason for this, is that Senators were originally picked either by the legislature or governor of each state? The 17th Amendment didn’t change the replacement language originally in the Constitution.

House members have to be elected, as always.

I will when I feel better and have the time. Perhaps you are right, but I thought here in Fla and other southern states the governors had filled vacated House seats on an interim basis... can't think of an example except a probable Senate seat so I'll let it slide. Is that in the Constitution?
