It takes a simple majority of the House of Representatives to impeach the President,

So every time there’s a Dem majority, the Dems can impeach a sitting Republican president, or vice versa? All to create political havoc prior to a Presidential Election?

So the House of Representatives is a defacto grand jury.

Correct. Only political calculation and a certain sense of decorum prevent a House of Representatives of one party from impeaching every President of a diferent party.
