The question is, why did so-called charitable organizations, after bringing over persecuted Christians, assist in serving as cover for, rather than objecting to, bringing in second and nth waves of the very people who persecuted the first?

here is the obligation to love one’s enemies, but we can love them without bringing them here. So why did they bring them here? It looks like they simply chose the pieces of silver over the welfare of the flock

A lot of the "mainstream Lutheran" - think ELCA - orgs were co-opted by the left a very long time ago, allowing some very bad people to set policies diametrically opposed to the Gospel, while providing a sort of residual religious camouflage. There are still some - mostly older - people I know who automatically assume that the word "Lutheran" is a guarantor of trustworthiness, and whenever they begin to have doubts, their new young pastor assures them that bad is actually good.

Check out some of the leftists, gay priders and pan-Islamists who are faculty at "Lutheran" colleges like Luther in Decorah and Wartburg in Waverly. The "welfare of the flock" means something completely different nowadays.

Which is why we left the Lutheran Church in the 80’s when ELCA took control
As far as I know, Missouri Synod is still viable......not apostate
