The entire central Asian plateau was raised up with the collision of the Indian plate from the south.
The whole area averages higher than Colorado, Plus thousands of Glaciers that haven’t answered AlGore’s call to arms.
During the day the sun does feel warm ,even hot, but come the evening you don’t want to be outside even in Midsummer.
There are a whole load of interesting weather effects caused by the plateau, such as the Indian Monsoons and the Deserts to the North.
Sounds like a place that I would like to escape from the Texas summer.
