I’d say that tall building in the photo looks like a church.

I honestly researched that photo. It was taken by a woman named Cindy Lindow. She is a photographer who lives in Michigan and takes a lot of photos of Michigan. Her photos of Detroit are haunting and many are used as stock photos, including this one. This particular photo was, I believe taken in Pt Huron. That building could be anything, but kind of looks like a courthouse. Not everything we see that is blue and white is nefarious, not everything red is evil (ask my toenails this week). I just think this is small town patriotism and a good photograph that is now stock on many websites.
