Conclusion: let the lotto run the election?
The further away from local control, the higher the chance for corruption.
JMHO, the simplest solution has the highest probability of a successful (and honest) election:
Strictly enforce voter ID, use paper ballots and have "Angry Old White Guys" (ie US Mil Veterans, racial description optional)....armed, naturally....as Election Judges for all stages of the election.
(I usually don't volunteer, but I'd fight to get on this detail.)
