Deks’ post shows a map of the blackout area, and he/she said Chapo’s holding cell was outside the perimeter.

Coumo and even officers and aides behind him & the podium looked jittery. Eyes moving, heads darting at every movement or sound, as if they might expect something or someone to jump them, any second.
Quite a contrast to Giuliani’s resolute behaviors, for example, on 911, seen exhibiting determined command, courage and resolve. America’s Mayor was plainly born.
