It’s been confusing what has been said on the targets of Horowitz, Huber and Durham.
Huber is often said to be investigating not only FISA, but also Hillary, however, Congress does not seem know about Huber investigating Hillary. Her name is quite removed from the report of John Ratliff (R-TX) who is a former US Attorney, in his briefing today with Huber. It was described on Hannity to be a FISA investigation.
Horowitz is investigating the internal FBI behaviors, processes and procedures, that challenge protocols and law. Horowitz reports to AG Barr.
Durham is Barr’s investigator and I forget wth he’s charged with investigating.
Huber, according to Ratliff, is reviewing the finished report and then the 20% that is classified information will be sent to the FBI for another especially detailed review and subjected to necessary redactions, etc.
Chaffitz said that, in the past, the FBI took weeks and in some cases months to complete those reviews.

My understanding is 'misconduct', abuse of power, FBI/DoJ senior levels, the intel community... a bit general, I know. For instance, he might indict for the mishandling of the HRC email investigation - but don't expect prosecution to extend to Hildy. She and her staff were given all sorts of immunity. My understanding: he is investigating misconduct, unethical practice, not the underlying crime.
