What they've done in the past..send people out to ask people the questions...AND others will send the form in. I was on the phone group that would call the people who started the form and didn't finish. (It was the first time Washington permitted a phone completion. I was monitored and I had a script. If I was being monitored at the time and said hello twice...one point was taken off of my evaluation.)

That mentioned listing EVERYONE living in that home/garage. I then had to repeat everyone's name I listed. AND I couldn't ask if they were legal (I even had to say..WE don't care if your legal or not)and that was in 2000.

When i had the American Community Survey, I answered only a few questions.
They sent a census worker out to interrogate me and I asked her who do
i make the fine check out to, cause you got all I’m giving. (I think the fine was a hundred bucks )

She left, then came back later and started measuring our house & property.
I explained about trespassing, among other things.

I never saw her\them again, nor have I been randomly picked for the American Community Survey again.( knock on wood )
