It seems odd that some would still have been shackled. Personally, I would have used rope and recycled the shackles on my next group of prisoners. But maybe whoever did this had a bigger expense account, or was working for the government and didn’t care about costs.

That is to prevent the jaw from dropping open and stiffening in that position................
