Why drive at night without lights
Don’t know about Columbia, but in Mexico driving at night without lights was pretty common. The belief was that lights blinded other drivers, so the polite thing to do was to leave the lights off. This was especially true in the cities.

Colombians live all over NJ. My cleaning lady was Colombian and when she got her citizenship she said everyone (including herself) booed Trump's taped welcome. That's the kind of people we're letting in.
