I think that is incorrect and please someone correct me if I am wrong.

What I remember, and it was discussed on the last Q thread or very recently. that Q said first that 80% of the crimes would not be made public, only 20%.

Then Q changed it to 60% of the crimes would not be public and 40% would.

Because the crimes were so horrific no one could handle knowing the details.
