It cannot target just one person. It is an area device. Think of it as a flashlight beam only wider. Narrow up close next to the antenna and spreading out rapidly from there.
She was not targeted by an active denial. How do I know this? She would not have shaken; she would have run away. Not kidding.
My guess is that she was in fact dehydrated and compounded the problem by locking her knees to stand straight (never do that at attention). She seemed to have been fighting the urge to pass out.
Thanks for the additional. I’ve been extremely dehydrated and actually went into lower edge heat stroke and shaking like a leaf in the wind wasn’t a symptom. I’m still wondering...
