Yes, hydraulic actuatores power the rudder, elevators and ailerons, thru cable inputs from the control column and rudder pedals. There is a mechanical connection between the cockpit inputs and primary flight control surfaces. On a fly by wire aircraft, the connection between cockpit input and primary flight control surfaces is electronic. Same design as a FADEC engine versus a throttle cable engine.
