The 40/60 ratio could apply to either people charged or evidence made public. IMHO charges of pedophelia and other heinous acts will be made but not publicized.

The 40/60 ratio is operative even now. Every few days we get a hint of a network of child pornography or trafficking networks getting taken down at the edge of our radar. Things are happening behind the curtains and have been for most of 45’s tenure.
