What drop was the 20% won’t be prosecuted?
Only thing I remember even close was that a percentage would not be made public, which I assumed was for top secret geopolitical reasons, which even though I disagree with any thing being hidden I understand some must remain top secret
We were assured that nobody would get a pass but also that we won’t ever know about at least 20 % of the outcomes.
