Reading between the lines there, it seems the gates in
question may be controlled/owned by the Bureau of Land Management.
The cartels can pay off our politicians, and their politicians.
Why not key BLM players?

Hmm, BLM. The BLM around here is considered a very mixed bag as they award contracts for private timber companies to harvest trees and thus big $$$ changes hands. And there are rules the timber companies are supposed to follow to help prevent fire danger and they often do not follow them.
Also I would hope that if the BLM is doing this, some lower echelons would be blowing whistles. Maybe they are.
