Does ANY first lady EVER have the taxpayers pay for her clothes? I have a vague memory of Hillary having designers DONATE clothes to her so that she didn’t have to pay for them, but that may not be right. Trump is so very careful there’s NO WAY Melania didn’t pay for those herself.
IIRC, she was independently wealthy when she married the President - from her years as an interational model, starting in Milan, then going to Paris. From there she went to New York. I expect she can easily afford it, and would not want any strings attached, anyway.
