Notice, when LaGuardia boarded the
USS Pennsylvania he returned the Admiral's and Company's salute. Since he was
NOT in uniform, he did so by removing his hat and placing his right hand over his heart while "Ruffles and Flourishes" were played.
Can anyone tell me when it became proper for dignitaries, including Presidents, to use hand salutes while in mufti?

Hmmm... Wonderful video... I was about 8-months old at the time, so didn't get to see this in person...
Naturally, like everyone else, I'm shocked at the total lack of diversity (gender, racial, sexual preference) exhibited by both the Navy and the NYC citizenry... /s
You would have to go back many decades to find a time when NYC loved their Nation's military...

The crews looked too male and too white. Where’s the diversity that shows our strength?

Interesting to see all the “four pipers” and especially the cage masts that were still on the battleships. Originally, it was to lessen the vibration for the gun directors but they didn’t hold up well in heavy seas and they went to the more solid tripod masts instead.
A nice trip down memory lane.
