The wall construction area is placed so the Border Security men can see into Mexico and around for 15 to 20 miles. That will give the Security detail plenty of time to use the road to get to where is needed to stop the illegals. So the barrier isn't just a Wall but built in important spots according to the Border team. If it calls for building on a hill..it will be built on a hill or side of a mountain if necessary. This was explained in the video.
They are also building where most needed and getting legal permits as they proceed.
