Mueller refuses to testify b/c knows he'd face tough questioning by Republicans exposing his reliance on Clinton dossier & the conflicts of his prosecutors/investigators. He'd also have to explain why, knowing early in probe there was no collusion,he held probe over past midterms.

Mueller'd already closed shop, so that wasn't reason for presser (red herring). What he was doing was giving talking pts to MSM & rationale to Dems, saying in so many words: "Look, my hands were tied, but yours aren't. I couldn't charge sitting prez, but you can thru impeachment"

You will notice he said “as alleged” the Russians hacked the emails. He is saying (and the report confirms) that they never investigated the hacking. They just took the existing assessments and assumed them to be correct. It falls apart when that is revealed to be incorrect.

The government’s job is NOT to find enough evidence to EXONERATE someone...it’s their job to determine if there’s enough evidence to CHARGE someone. Mueller didn’t find enough evidence to charge POTUS, irrespective of the law re: charging a sitting President.
