Just to put this out there- by Muellers logic on obstruction - not being able to charge because of constitutional prohibition- then the entire investigation was useless, because he would never have been able to charge anyway. He’s lying.

Mueller just basically stated that the entire investigation was a useless exercise, because the target of it couldn’t have been charged.

In addition, there is little evidence that Russia hacked the DNC, and lots that they didn’t.
