The Dept. of National Intelligence (DNI) issued a report dated May 2nd, 2017. It found that 30,355 Americans were under surveillance under Section 702 of the FISA Act. Judge Collyer ruled that 30,055 of them were illegal.

Were they illegal or not compliant minimization standards through upstream and downstream data collection. (like an operator not being smart enough to set up correct parameters) There is a grey area. But I agree. That doesn’t negate the issue that there was illegal mixed in.

She also said none of it was incidental, it was all purposeful & her ruling was scathing.
