IMHO Robert Mueller is not going to testify.

Just a few of the reasons.....

He didn’t write the report, probably doesn’t know much that is in it, perjury too easy.

Doesn’t want to have to answer pubbie questions on when he knew there was no collusion.

They never dreamed that Barr would say sure he can testify, I have no problem with it.

Wanted Barr to object so they could use that as proof of obstruction.

problem with that is...nobody ever seemed to read the SC statutes.

Near as I can figure, Mueller was never banned from talking...what he could talk about could be restricted by Dept. guidelines or law.

28 CFR § 600.9 Notification and reports by the Attorney General

(c) The Attorney General may determine that public release of these reports would be in the public interest, to the extent that release would comply with applicable legal restrictions. All other releases of information by any Department of Justice employee, including the Special Counsel and staff, concerning matters handled by Special Counsels shall be governed by the generally applicable Departmental guidelines concerning public comment with respect to any criminal investigation, and relevant law.
