Kidnap or buy kids south of the border, or tell parents you'll deliver the kid to family in states, then migrant coyote poses the kid(s) as their own children and have US based traffickers posing as family pick them up at the detention center and take them "home" (sold *shudder*), then "deport" the migrant coyote back to MExico, where he can pick up more children. And there was zero follow up on children given to fake families in US. Children were quite the "golden ticket" for the monstrous Obama regime.
