The aircraft had live ordnance onboard. Likely dropping ordnance on a range nearby. I do not know if they train with live nuclear weapons. If so, that could be a reason for an exceptionally broad prohibited entry/safe zone. There could also be chemical or fuel storage tanks nearby that could go BOOM if the ordnance goes off, increasing the danger to the surrounding area. Much of the base was militarily deactivated and turned over to civilian use.

Pretty sure they don’t take live nukes out on training missions. :-)
