I see these people everywhere in pics and in person.
To stop the spread of germs.
Try searching.

LOL........
But we wouldn’t get all the “interesting” comments.
That is what I understand as well, from someone that lived in Japan.
They consider it courtesy to not spread germs if you suspect you may have a cold.
It’s all the fashion in China, home of SARS.
The funny thing is those masks do NOTHING to stop the spread of germs. They are totally ineffective for such small particles.
So these guys must be real fashion-forward then. They are expressing proper etiquette and concern for the welfare and health of those around them.
When I worked in China in the mid 70s, I found there were no people in the world who spit as much as the Chinese. Public defecation was norm, too. Maybe those habits have been curtailed somewhat by now.
I lived in Japan for 10 years beginning in 1976 and the germ mask is common. In crowded trains and buses millions of people young and old , either to avoid spreading germs or to avoid inhaling germs. Its not considered weird there at all. They sell them in many different colors and some imprinted with graphics, cartoon characters or even photos. It is a tradition that goes back at least to the ‘50s.
In China ??? They have really terrible air pollution there.
Killer Smogs ...
