Under sentencing guidelines, he could be out in 12 years.

Don't know Minnesota's rules, but in most states inmates get half of their sentence reduced for good behavior and then are often paroled before that.

In many places he would be sentenced to 19 and only get 7.

In many places, like in Europe. Their ‘punishments’ don’t even come close to the punishments in this country.
