There was a foul by the on the track winner , even if not against the awarded winner, and they applied the rule’s penalty. The “Best Horse” wasn’t above the law. So I credit this race to the rule of law. Now apply this precedent to Hillary et al!

They disqualified him -Whoa!!Does anybody have the text of the rule? I want to know how much interference is needed for a DQ. This is a historic decision and a clear explanation of the reasoning behind is needed.
