I think Putin may be interested in joining the "First world." The oligarchs were not really communists in the USSR. They were the titans of the black markets which inevitably arose to fill some of the gigantic gaps in the pathetic communist system of "production".
The oligarchs may or may not have been communist (most people were over communism by the end), but they were largely big wigs in the Soviet government, especially KGB, and they became oligarchs by liquidating large portions of the government assets and diverting them to themselves. That’s why Russian mob is so dangerous, even more than the Sicilian mob, because they had the advantage of 70 years of institutional experience with espionage and tradecraft.
