After years of not being able to deal with the rat problem in Chicago, some organizations got a program put into place to catch and release feral cats. They help with a crate and hutches and the people in the nearby buildings feed them and water them so they stay around.

Takes care of the rat problem... even if they don’t catch them the rats know better than to come near. Since they are fixed they don’t add to the feral population either.

They kill on average two native birds a day. Catching, neutering and releasing means they'll keep killing said native birds.
