“Just prior to Katrina hitting the Gulf, Putin noted that
two U.S. senators were in Russia snooping around off-limits secret facilities.
One was Sen. Barack Obama (D., Ill.) originally from the former British colony
of Kenya and a year previous, before being elected, was publicly fingered by me
as a British spy. His accomplice in Russia was Senator Richard Lugar (R., Ind.).
Putin had both of their passports seized and the two senators were kept for a
while in custody of the FSB, the new Russian secret political police.”

I’d forgotten all about him until I saw him on the news this evening.
No idea how or if he fits into the puzzle.

It seems that Richard Lugar hasn’t been in the news much after 2015. However, adding the relevant Keyword (directly under the article) creates an archive of FR posts on various topics, such as “lugar” ...

An interesting trick... replace the asterisk in the Free Republic URL with any word or topic... click and see what happens (like I just did above with “lugar” :) Alternate Keyword searches could be “richardlugar” and the misspelling of his name “luger”.
