The mutual threats of Russia, China and international terrorism, mean there’s too much at stake. The longevity of the alliance, geography and language are other important factors.

Money quote from article. The deep state ignores direction from elected officials, unless it suits them. Ran into an article on Operation Paperclip that stated Harry Truman signed off on it, but said not to allow any Nazis in that had committed atrocities. The OSS (predecessor to CIA) simply scrubbed histories and brought them in, ignoring Truman's directive.

Truman made a famous remark about how you order this and this and this to be done and everybody stands there and says Yes Sir! and then nothing ever changes.
