According to Jason Bourne... weren’t *set ups* by CIA much closer to the rule than the exception. We can probably sympathize with Popadopolous on that count.
Whatever, I believe Haspel is in place over the entire CIA, because she has been inside the games. Heck, she may be the linch pin that shuts them down. She’s way too cool and quiet to mess with, and the media doesn’t go near her.
