Some of us began looking for a correlation. Not sure about the accuracy of the chart of Undocumented Immigrant populations, by state below, but it's the closest correlation to the chart of sealed federal indictments I've seen so far:

Another possibility is these indictments may be "Sex Traffic" related. There have been quite a number of these kinds of raids/arrests already, and one would hope the Feds would not put these crimes on a "back-burner". Also, charts related to Sex Crimes (see below) do not correlate as well with Bitt's Chart of Sealed Indictments as the Undocumented Immigrant Chart above.
My thoughts:
This taken from the graphic provided by Bitt: "Only 1,000 to 2,000 nationwide per year is normal [before the Trump Administration]. [After, there were] 88,350 sealed indictment cases 10/30/2017 to 3/31/2019."
Obviously there is something the Feds are now targeting which Obama didn't, at least nowhere near the level that the Trump administration is now. Undocumented immigration is the first thing that comes to my mind.
The following is only conjecture, but IMO, number of indictments indicate more than actual Human Traffickers are being targeted. Perhaps employers are as well.
One of the reasons for the delay may be the disruption which may result if the Feds suddenly make thousands of arrests nationwide. Many vital industries, such agricultural, food processing, and service providers would be affected. Imagine the turmoil this could create for the economy.
Consider also the kind of effect something like this may have on 2020 elections. Might not be such a great outcome for Republicans if the above occurred.
I'm not saying with 100% certainty this is what/who they're targeting. Just that it's something to consider, and if so, it may explain a few things.
