There were Sapeurs Pompiers (firefighters - literally sapper pumpers) on site during the renovation work. I think the person in the video is one of the onsite SPs.

They responded to two alarms. The first time nothing was found. The second time it was already too late to save the cathedral.

From what I have seen and heard I am leaning toward this being an accidental fire and not arson. It looks like the fire was largely contained to the roof area. The other damage was collateral damage from the roof falling in.
