Wrong...that’s Canada in the upper left. Its territorial waters extend about midway into the straits, including some of the San Juan Islands. The city of Bellingham WA is to the right of SJI.

Question 2: If an aircraft were flying along the red line from south to north, would it pass directly over Whidbey Island?
