I think the sealed indictments are for a variety of crimes, not all connected to the same thing. I also don’t think the process is proceeding at the same rate in all states. Oregon for example, you could probably indict at least 173 at the universities alone... or at least a platypus (cross a beaver and a duck)

Maybe but the following on the graphic provided by Bitt, tends to make me think there is something specific they are now targeting:
